Higher Education Minister Datuk Seri Dr Noraini Ahmad told the Dewan Rakyat on Monday (Nov 15) that almost a million borrowers under the National Higher Education Fund Corporation (PTPTN) owe a cumulative total of RM9bil in study loans.
