The Shah Alam High Court heard on Thursday that the minutes recorded by Datuk Seri Dr Ahmad Zahid Hamidi on the contract extension for Ultra Kirana Sdn Bhd in implementing the government’s Foreign Visa System or VLN was not a directive.
