King has full discretion to decide on pardon, says Anwar

Prime Minister Datuk Seri Anwar Ibrahim said the final decision on pardons rests with the Yang di-Pertuan Agong or a state Ruler, stressing that his advice to the Pardons Board on former prime minister Datuk Seri Najib Razak did not amount to a recommendation for a pardon.
